Azerbaijan is considering a special compensation mechanism for owners of small homes affected by demolition, as redevelopment and clearance projects continue in Baku.
The proposal was put forward by MP Vugar Bayramov, who said the current system does not always protect owners of very small properties. Under existing rules, compensation is paid from the state budget and depends largely on the location of the house or apartment. Homes in central areas receive higher compensation than those farther from the city center.
But Bayramov said this approach creates a problem for owners of small homes, especially in older central districts of Baku, where some properties are less than 30 square meters.
In such cases, even a relatively high payment per square meter may leave the owner without enough money to buy another apartment in the same area, or even nearby. The issue is not only the formal value of the demolished property, but whether the compensation is enough to replace it with real housing.
Bayramov proposed applying a special coefficient to homes with a very small floor area.
For example, if the standard compensation is 2,500 manats per square meter, the amount for homes under 30 square meters could be multiplied by two.
He said the proposal has been submitted to the Cabinet of Ministers.
The issue is likely to become more visible as demolition works in Baku are expected to continue and expand this year. For many owners of small homes, the current formula may appear fair on paper but still fail to solve the main problem: finding a new place to live after demolition.
