Baku To Unite Metro, Buses And Taxis Under One Management System

Baku is moving to bring metro, bus and taxi services under one management system, in one of the most significant reorganizations of the capital’s public transport sector in recent years.

President Ilham Aliyev has signed a decree restructuring Baku Metro CJSC by merging BakuBus and Baku Taxi Service into it. Under the decree, Baku Metro becomes the legal successor of both companies, with all their rights, obligations and property transferred to the reorganized entity.

The new structure will be responsible not only for the metro, but also for passenger transport services involving buses, taxis and future tram projects. Its mandate includes improving service quality and safety, introducing digital and innovative fare-payment solutions, and coordinating different forms of urban transport from a single center.

The decree also gives the company a role in designing and building new transport infrastructure. This includes metro and tram facilities, bus terminals, transport stations, other related facilities, and maintenance and repair bases for buses and taxis.

The move points to a more centralized model for managing Baku’s transport network, at a time when the city continues to face heavy traffic, demand for better public transport integration and growing pressure to modernize mobility services.

A five-member Supervisory Board, including a chairperson, will oversee the company’s activity. Day-to-day management will be handled by a five-member Management Board consisting of a chairperson and four deputies.

Some key powers will remain with the president, including decisions on reorganization or liquidation of the company, creation of the executive body, and appointment or dismissal of Management Board members. Other governance functions will be carried out by the Azerbaijan Transport and Communications Holding, known as AZCON.

AZCON has been instructed to approve the company’s new charter and structure within three months, in coordination with the president.

The decree does not announce immediate changes to routes, fares or passenger rules. But its direction is clear: Baku’s metro, buses, taxis and future tram system are being placed within a single framework, with the aim of making the city’s transport network more integrated and centrally managed.
