The U.S. State Department has advised American citizens to reconsider travel to Azerbaijan, while leaving the country at Level 3 in its travel advisory system.

The updated advisory says travelers should exercise greater caution because of terrorism, the risk of armed conflict and the presence of landmines in certain areas. At the same time, the State Department did not raise Azerbaijan’s overall warning level, meaning the country remains in the same category as before.

Particular concern was raised over Azerbaijan’s southern border with Iran. U.S. officials advised Americans not to travel to that area because of the risk of armed conflict, unless it is the best available overland route for leaving Iran.

The advisory also warns against travel to the Armenia-Azerbaijan border because of landmine risks. In addition, U.S. officials listed several territories where landmines and unexploded ordnance remain a danger, including Aghdam, Aghdara, Fuzuli, Gubadli, Jabrayil, Kalbajar, Khankendi, Khojali, Khojavend, Lachin, Shusha and Zangilan.

According to the State Department, many mines in those areas may not be marked, making the danger difficult to assess on the ground.

The updated notice drew broader media attention after several U.S. outlets framed it as a sign of worsening security conditions in Azerbaijan. But the key point is that Washington did not move the country to a higher warning category. Instead, it updated the advisory language and highlighted specific geographic risks more clearly.

For travelers, that means the warning is not a blanket ban on visiting Azerbaijan. Rather, it is a call to review travel plans carefully, avoid high-risk areas and monitor official guidance before departure.

Baku and other standard travel destinations are not subject to the same restrictions as the border zones and mine-affected territories named in the advisory. Still, U.S. officials are urging travelers to stay alert and make route decisions with caution.
