Azerbaijan’s parliament has approved new rules under which internally displaced persons will lose their status if they refuse housing offered by the state.
The amendments to the law on the status of refugees and internally displaced persons were adopted by the Milli Majlis in a third reading.
Under existing legislation, a person loses IDP status after returning to their former place of residence, receiving free replacement housing in the same region, or being provided with housing under a special government decision.
The new rules extend that provision to those who reject the housing offered to them.
This means an internally displaced person will no longer be able to retain the status and related benefits after refusing state-provided accommodation.
The amendments also include transitional provisions for people who have already received free housing in Azerbaijan’s liberated territories in place of their former homes. Their IDP status will be terminated once the law enters into force.
According to the legislation, providing replacement housing in the region of a person’s former residence is intended to fully restore their property rights.
