The population of the Baku agglomeration has exceeded 3 million, according to the latest statistics, Baku Executive Power head Eldar Azizov said during a roundtable held as part of WUF13.
The discussion focused on strengthening local action, adequate housing and sustainable communities through stronger multi-level governance.
Azizov said Baku remains a dynamically developing city. He recalled that the capital’s new master plan was approved two years ago.
Under that document, Baku’s development is based on a polycentric, multifunctional and comfortable city model, he said.
Azizov added that large-scale construction and landscaping work is currently being carried out in the capital in line with the master plan. More than 300 parks are operating in Baku.
The population figure is more than just a statistic. A metropolitan population above 3 million makes housing, public transport, green spaces, density and balanced district development increasingly important for the Azerbaijani capital.
Against the backdrop of WUF13, the issue carries added weight. Baku is no longer only the country’s administrative and economic center, but a major urban agglomeration whose growth requires long-term city policy rather than isolated projects.
That makes the master plan a practical framework for Baku’s future: whether the city develops around one overloaded center or moves toward a more balanced system of districts, public spaces and new growth points.
