Families in Azerbaijan sometimes face serious difficulties in obtaining a medical death certificate, especially when the deceased lived at one address but was officially registered elsewhere.
The issue has become a source of frustration in the regions, where residents say the process can drag on for months and, in some cases, force relatives to go to court. The problem often arises when a person dies at home, was not registered with a local medical facility or had no recent hospital records.
Residents say families are sometimes told that the deceased was not registered in the relevant area, even if the person had lived there for many years. That leaves relatives searching for additional documents, witnesses and legal confirmation at a moment when they are already dealing with a death in the family.
The situation can become even more complicated if no ambulance was called at the time of death. Without medical records or an official medical assessment, relatives may be unable to obtain the document immediately.
Medical expert Adil Geybulla said the registration of death and the determination of its cause must follow a serious procedure. He said a certificate cannot be issued without medical confirmation of the cause of death, because doing so could create legal risks later.
According to him, deaths that occur at home, on the street or under unclear circumstances require proper examination. Without that, he said, it may be impossible to rule out non-natural causes of death.
TƏBİB said medical death certificates are issued by health institutions regardless of ownership form, including outpatient clinics, hospitals, sanatorium and resort medical facilities, as well as state institutions carrying out pathological-anatomical examinations.
If the cause of death is known, the certificate may be issued by an outpatient medical institution either at the deceased person’s registered address or actual place of residence, based on medical documents or an official notification.
The Health Ministry said that when the body is examined by district or city branches of the Forensic Medical Examination and Pathological Anatomy Union, relatives can receive the medical death certificate on the same day.
The core difficulty appears in cases where death occurs outside the medical system: no ambulance, no hospital file and no clear documentary link to the place of residence. For families, it becomes a painful bureaucratic obstacle. For the authorities, it is a matter of ensuring that every death is not only recorded, but medically and legally explained.
