Azerijan’s Prosecutor General’s Office has placed three Russian citizens on an international wanted list over alleged public calls for terrorism, violence against the Azerbaijani state and the violation of the country’s territorial integrity.
The suspects were identified as Ivan Knyazev, a host for Russia’s Moscow 24 television channel; Semyon Uralov, who describes himself as a political consultant and media expert; and Alexey Chadayev, a television journalist and an adviser to Russia’s transport minister.
According to the Prosecutor General’s Office, the three men appeared in the Clarity of Understanding program published on Uralov’s YouTube channel on July 14, 2026.
Investigators allege that they called for violent action against Azerbaijan, the forcible alteration of its constitutional order and the fragmentation of its territory. The statements were also allegedly aimed at inciting ethnic hatred and hostility.
Prosecutors said another episode released on Aug. 13 contained calls for violence against Azerbaijan, including threats to physically eliminate specific individuals. The authorities classified the remarks as public calls for terrorism.
A criminal case was opened under Articles 214-2, 281.2 and 283.2.1 of Azerbaijan’s Criminal Code, covering public calls for terrorism, anti-state appeals and the incitement of ethnic hatred or hostility.
Knyazev, Uralov and Chadayev have formally been charged in the case. Because they are outside Azerbaijan, courts ordered their arrest in absentia and authorities issued wanted notices.
The Prosecutor General’s Office said it had contacted relevant state agencies to locate and detain the suspects in partner countries and arrange their transfer to Azerbaijan. Measures are also underway to organize an international search through Interpol channels.
The agency said Azerbaijan would continue taking legal action against activities targeting the country’s sovereignty, constitutional system and territorial integrity in accordance with national law and international agreements.
