Azerbaijan’s customs authorities are tightening control over online purchases from abroad as the volume of e-commerce imports continues to grow.
State Customs Committee Chairman Shahin Baghirov said in an interview with İTV and Report that more than 1.2 million people in Azerbaijan ordered goods from abroad through e-commerce platforms in 2025.
The total value of those purchases reached about $501 million, while citizens submitted around 16 million simplified customs declarations.
Baghirov said online shopping does not mean that any goods can be brought into the country without control. The customs value of imported items must be declared correctly, and goods brought in under simplified rules must be intended for personal use.
According to him, some individuals have tried to abuse the system by importing large quantities of goods under the names of several citizens, presenting them as personal purchases while in fact avoiding customs payments.
Since June 1, new identification rules have been applied through the Smart Customs system for goods purchased via e-commerce. Identification is carried out through ASAN İmza, SİMA and myGov.
Baghirov said the changes are aimed at increasing transparency and preventing cases in which one person collects the ID information of several citizens to bring goods into the country under the appearance of personal use.
“If the goods are imported for commercial purposes, they must be declared under the standard procedure, and the necessary customs payments must be made to the state budget,” Baghirov said.
