A driver in Azerbaijan says he lost his right to drive for six months after traffic fines for a car he no longer used continued to be registered in his name.
According to Xəzər Xəbər, the case involves Iftikhar Zulfugarov, a driver living in Khirdalan in the Absheron district. He says he left a Baku-based taxi company about a year ago, but his power of attorney and driver information were not removed from the system.
As a result, traffic violations allegedly committed by other people using the vehicle were recorded under his name. Zulfugarov says the fines and penalty points eventually led to restrictions on his driver’s license.
He said he was stopped by traffic police after the system showed accumulated penalty points. His car was taken to a penalty parking area, and later his license was restricted for six months.
The driver says the case has left him in a difficult situation because driving was his main source of income. He said he has two children, while his wife has health problems and is undergoing treatment.
The State Traffic Police Department said the central information system still shows Zulfugarov as the last person with a valid power of attorney for the vehicle. Under current rules, an electronic protocol is issued against the person listed in the system as the most recent authorized user.
Officials said the protocol can be changed only if the person named in the fine applies together with the person who actually drove the vehicle. In that case, the relevant correction may be made in the central information system.
The case points to a wider problem for drivers who work with vehicles through taxi companies or power-of-attorney arrangements. If the data is not updated in time, a former driver may remain legally exposed for violations committed after leaving the job.
