Tuition fees at universities and colleges remain one of the main financial concerns for students and families in Azerbaijan, especially for those admitted on a paid basis.
According to education expert Rizvan Fikretoglu, tuition fees at universities in neighboring countries can start from around 1,500 manats, while in Azerbaijan the minimum is usually about 2,200 manats.
He said annual tuition at state universities generally ranges from 2,200 to 5,000 manats, while some additional education programs may cost up to 10,000 manats. In regional colleges, fees are usually around 650–800 manats, while in Baku they are closer to 950–1,100 manats.
Fikretoglu noted that some universities raise tuition by 100–500 manats a year. He argued that the system needs more transparency, as universities rarely publish detailed explanations of how their tuition fees are formed.
Azerbaijan State Pedagogical University said it does not plan to raise undergraduate tuition fees for the current academic year. The university said most pedagogical specialties cost 2,100 manats under state-funded places, while paid undergraduate programs cost 2,400 manats per year.
The Ministry of Science and Education said tuition fees for paid education are approved by the Cabinet of Ministers, taking into account proposals from relevant ministries, committees and other state bodies overseeing higher education institutions.
The ministry also pointed to the Student Educational Loan Fund, which provides preferential and long-term education loans to students from state budget funds.
For many families, however, the main issue remains affordability. Students say tuition is only part of the burden, with transport, housing, food and other daily expenses making paid education increasingly difficult to finance.
